ALL UPDATED INCIDENT INFORMATION IN BLUE:

 

Certified Asbestos Consultants (CACs) and Asbestos Mitigation teams continued to clean the public right of ways and completed a total of seventy-five (75) residential inspections and mitigations and seventy-four (74) inspections. To date, a total of 980 reports have been reported to the portal, with 704 of those inspected and 535 have been mitigated and cleared.

 

 

DECONSTRUCTION OF HANGAR DOORS:

Tomorrow morning, December 5th, heavy equipment will set-up and conduct work in preparation for the deconstructing of the doors on the north hangar.

 

Beginning Wednesday morning on December 6th, deconstruction of the north hangar doors will begin. During this controlled process, cranes will slowly lay down each section of the door to the ground. All door material will remain onsite and no removal will take place during this time. 

Noise will be mitigated through the entire process and ongoing air monitoring surveillance will continue until the hangar site has been completely remediated by the U.S. Navy. 

Tackifier application to the hangar site was completed on December 3. 

It is anticipated that deconstruction of the hangar doors project will take 2 – 2.5 weeks.

TRANSITION OF INCIDENT FROM RESPONSE TO RECOVERY OPERATION:

With the fire now extinguished, the Orange County Fire Authority Incident Management Team (IMT) has completed their response phase objectives and transferred command back to the City and its lead contractor, IEM, who are national experts in disaster recovery. 

With respect to the transition to a recovery operation, a new email address has been created to address inquiries, questions and requests: NavyHangarRecovery@tustinca.org.

 

PARK CLOSURES: Eleven of twelve parks have been inspected, mitigated and cleared. Legacy Park is pending remediation and clearance prior to being released. Please follow the following link for up-to-date park closure information. https://www.tustinca.org/715/Parks-Information 

 

SCHOOL CLOSURES:   All twenty-nine TUSD schools have been inspected, mitigated and cleared including Heritage and Legacy Magnate Academy.  Both Heritage and Legacy are pending release back to TUSD on the adjacent open fields being cleared of all potential fire debris. RESIDENTIAL UNVERIFIED DEBRIS INVESTIGATION AND MITIGATION: 

As a reminder, our inspection and mitigation teams are actively working through the residential neighborhoods. If no one is home when they come to your residence, they will leave a door flyer with a QR code and instructions on how to sign up for an appointment in the near future. We also encourage you to visit our Hangar Incident website for daily updates and the latest information at www.tustinca.org. You may also contact us through our call center at 714-426-2444. 

 

THE SAMPLING & REMEDIATION PROCESS:  If you have used the debris portal to report possible hazardous debris items, this is a step-by-step process for how our teams will respond: 

  1. Your report will be assigned to a Certified Asbestos Consultant (CAC) who will contact you to set up a time to visit your home or business.
  2. *The CAC or Certified Site Surveillance Technician (CSST) will visit your home to collect a sample of the debris and send it off-site for testing. You will be contacted to confirm whether the debris is Asbestos Containing Material (ACM).
  3. *If the debris tests positive for asbestos, an ACM remediation team will be assigned to return to your home to clean-up the debris. Upon completion of the clean-up, a third team will return to your home or business to confirm a successful remediation of the area. 
  4. You will be asked by the crew to sign a release of liability that only provides consent for the crews to access your private property to investigate and remediate any suspected material.

ROAD CLOSURES: All roads have been reopened with the exception of Armstrong between Victory Road and Valencia Avenue.
