Lead and Copper Rule Revisions

On January 15, 2021, the U.S. Environmental Protection Agency (EPA) issued revisions to the Federal Lead and Copper Rule (LCR). The U.S. EPA’s new Lead and Copper Rule Revisions (LCRR) strengthen every aspect of the LCR to better protect communities from the impacts of lead exposure.

The LCRR required community water systems throughout the United States (approx.4,300 water systems in CA), including the City of Tustin, to conduct an inventory of service lines and determine the material of those lines, which was completed by October 16, 2024.

Water Service Line Inventory

Through completing a historical records review and field investigations, the City of Tustin has determined that while all service lines within the distribution system are lead-free, 130 customer-side service lines have been identified as galvanized, requiring replacement (GRR). This includes all customer-owned service lines.

City of Tustin reviewed all applicable sources of information, including

  • All water system records, including distribution system maps and drawings, historical records on each service connection, meter installation records, historical capital improvement or master plans, and standard operating procedures;
  • All inspections and records of the distribution system that indicate service line material, including inspections conducted during the course of normal operations (e.g., checking service line materials when reading water meters or performing maintenance activities); and
  • All previous service line or meter replacement records.

In addition to reviewing the above sources of information, the City of Tustin physically inspected service lines across the distribution system, regardless of ownership.
