Biography
PUBLIC LIFE
Council Member Letitia Clark, elected to the City Council in 2016, is a third generation Orange County native and graduate of Tustin High School. Her priorities while on the City Council are:
- Communication
- Economic development
- Investment in innovation
- Public health
- Support of local education
Mayor Pro Tem Clark served as the Mayor of Tustin for the 2021 calendar year and Mayor Pro-Tem during the 2020 calendar year. She was voted by her peers to serve as Mayor Pro Tem again for 2023.
Mayor Pro Tem Clark serves on several boards in conjunction with her City Council role and community engagement efforts. She currently represents Tustin on the Newport Bay Watershed Executive Committee. In 2021, Clark was selected to represent District 17 (Tustin, Orange, and Villa Park) on the Orange County Council of Governments (OCCOG) and the Southern California Association of Governments (SCAG) with the term ending in May 2023.
Mayor Pro Tem Clark also currently serves as a board member for 211-OC, OC Forum, and Junior State of America.
Governor Gavin Newsom appointed Mayor Pro Tem Clark to the Santa Ana Regional Water Quality Control District in November 2020.
Mayor Pro Tem Clark is also a champion of youth in Tustin and helped to launch the city-wide Lemonade Day program and Girls in Government Summit hosted by the City of Tustin and in partnership with the Tustin Unified School District.
Mayor Pro Tem Clark’s previous service includes service as a Board Member on the OC Mosquito & Vector Control District for two years, the Emergency Medical Care Committee from 2017-2020, and two years on the OC Library Advisory Board. She represented the City of Tustin as a Board Member on the Orange County Fire Authority from 2019-2021.
PERSONAL LIFE
Mayor Pro Tem Clark is an award-winning public affairs professional with several years of experience in the public and non-profit sectors. Clark currently serves as the District Director of Public Affairs and Government Relations for the South Orange County Community College District.

Mayor Pro Tem Clark was selected to be a part of the Women in Government program with 25 elected women leaders across the country. Through this program, she was featured in the February 2019 issue of Governing Magazine.
Mayor Pro Tem Clark has also received four Forty Under 40 Awards for her work as a young professional and trailblazer in her community. She has served the Tustin community as a board member for the Tustin Community Foundation, the Tustin Street Fair Committee, the Tustin Unified School District’s Superintendent’s Council, and the School Site Council.
Mayor Pro Tem Clark lives in Tustin with her husband, Zach, and three children.
EDUCATION
Council Member Clark earned a Bachelor of Arts degree in Political Science from Xavier University of Louisiana, a Master of Arts degree in Public Policy from New England College and a Certificate in Non-Profit Management from the John F. Kennedy School of Government, Harvard University.
